NRCB Process

The Natural Resources Conservation Board (NRCB) published the Final Application Requirements for the Scott Pit sand and gravel project on its website on May 6, 2025. 

Public Interest Review

The Scott Pit Project is a proposed sand and gravel extraction operation to be located in Rocky View County and the City of Calgary. The proponent is Heidelberg Materials Canada Limited. On November 27, 2024, the Government of Alberta referred the Scott Pit Project through Order in Council to the NRCB for a quasi-judicial review under the Natural Resources Conservation Board Act. The NRCB review will determine whether the proposed project is in the public interest of Albertans considering the project’s potential social, economic, and environmental effects.

Environmental Protection and Enhancement Act (EPEA)

Alberta Environment and Protected Areas (EPA) reviewed the proposed Scott Project application and determined that it is not a mandatory activity under the environmental assessment regulations. Based on the current project information and the considerations outlined in Section 44(3) of EPEA, the Director has decided that no further environmental assessment is required, and therefore, no screening report or Environmental Impact Assessment (EIA) report will be prepared.

Public Participation

The NRCB values public participation in its review process. Albertans who are directly affected by the proposed project are encouraged to participate in the process, including any public hearing on the matter. Next Steps

The NRCB will issue a Notice of Filing in the above-mentioned local newspapers and on the NRCB website once the application has been received from the proponent. When the application has been deemed complete the NRCB will issue a notice inviting public submissions. If valid objections are filed, the NRCB will hold a public hearing.
